This is an ongoing project to ascertain changes to businesses as a direct result of the London Congestion Charge.
In 2005, we conducted telephone interviews with 2150 London businesses regarding any changes to their business, and the effects of increased/decreased traffic year on year, following the introduction of the Congestion Charge. This was split between 1225 interviews across 3 areas in the Congestion Charging Zone (CCZ) and 925 interviews across 4 areas in the proposed Western Extension Zone (WEZ). The two zones involved slightly different questionnaires. There were also quotas on business category within each of these cells.
In spite of extremely limited sample for the WEZ quotas, Protel achieved an impressive strike rate of 1:4 and the project was completed on time and to budget.
